EU's Commitment to Somalia's Security
"The European Union is determined to assist the Somali National Army in taking full responsibility for security operations in Somalia," stated Josep Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy. He emphasized the shared interest in maintaining the country's security and stability.
The ammunition provided will be used solely for training SNA personnel under the European Union's training mission in Somalia. This training will cover crucial aspects of international law, particularly human rights and humanitarian law. Notably, musketry will not be part of the training program.
This latest support builds upon the €69 million worth of equipment and supplies provided to the SNA since 2019. The EUC considers this capacity-building support crucial for Somalia to take control of its security.
The European Peace Facility
The European Peace Facility (EPF), established in March 2021, finances initiatives related to the common foreign and security policy (CFSP) in the military and defense domains. Its primary goals are conflict prevention, peacekeeping, and promoting international security and stability. The EPF enables the EU to fund military and defense operations.
Somalia's Security Challenges
Somalia has grappled with instability and violence for decades, largely due to the presence of the al-Shabaab terrorist group. The SNA is playing a crucial role in containing the threat that al-Shabaab and other armed groups pose thanks to support from international partners like the EU and the African Union.
The EU's decision to provide lethal military equipment to the SNA reflects its commitment to supporting Somalia's security sector and helping the country achieve long-term peace and stability. However, concerns remain about the potential for misuse of the equipment and the need for effective safeguards to ensure respect for human rights and international law.
Moving Forward
The EU's support for Somalia's security forces is a critical component of the international community's efforts to help the country build a more peaceful and prosperous future. It is important that this support be provided in a responsible and transparent manner, with robust safeguards in place to prevent misuse and ensure accountability.
The success of Somalia's security sector reform will ultimately depend on the Somali government's commitment to building a professional and accountable military that upholds human rights and the rule of law. The EU and other international partners can play a vital role in supporting this process, but ultimately, the responsibility for Somalia's security lies with the Somali people themselves.
