Somalia's Council of Ministers Approves Legislative Drafts for Economic Reform and Fiscal Transparency

In a significant move towards economic reform and fiscal transparency, the Council of Ministers of Somalia, under the leadership of Prime Minister Hamza Abdi Barre, has approved several new legislative drafts. These include the Income Tax Law, the General Financial Management Regulatory Framework, the Debt Policy, and the Borrowing and Guarantee Issuance System. These reforms are poised to enhance the country’s financial management and economic stability.

Legislative Reforms for Economic Stability

The approval of these legislative drafts represents a concerted effort by the Somali government to establish a robust economic framework. The Income Tax Law aims to streamline tax collection and improve revenue generation, ensuring that funds are available for essential public services. The General Financial Management Regulatory Framework sets out guidelines for financial oversight, promoting accountability and reducing corruption.

Infrastructure Development Projects

In addition to economic reforms, the Ministry of Public Works outlined ongoing and planned infrastructure projects across the country. Key roads are under construction in Garowe, Baidoa, and Kismayo, with further road developments planned for Beledweyne and Dhusamareeb. These projects aim to improve connectivity and support economic activities in these regions.

In Mogadishu, significant upgrades are planned for the city’s infrastructure, including new drainage systems and sewage pipelines. These improvements are essential for enhancing the urban environment and addressing long-standing issues related to sanitation and flood management.

The Council of Ministers was also briefed on the ongoing security operations by the Ministries of Internal Security and Defense.
